According to the text of the bill published on the official website of the Ministry, the term “multimodal transportation” will be understood as the carriage of goods by two or more modes of transport, that are organized under the responsibility of the operator of such transportations on the basis of a common agreement on the multimodal transport.

The customer of multimodal transportation services will be the shipper (natural or juridical person), who independently or through a representative acting on his behalf, will be able to instruct the operator to organize and execute multimodal transport of goods; the multimodal transport operator will be determined by the entity that has concluded the multimodal transport contract and will act as freight forwarder and carrier during its execution.
