CJSC “Belarusian oil company” (“BOC”) in December 2016, resumed exports of aviation fuel in Ukraine. This was reported in the “Consulting group A-95”.
In particular, according to the “A-95”, “BNK” has put to Ukraine of 1.1 thousand tons of jet fuel. The average customs cost of the resource was approximately $541 — 569/t.
As reported OilNews, the Belarusian producers and exporters of petroleum products since December 2015 has not carried out the shipment of aviation fuel to Ukraine because of the actions of Ukrainian customs officers in respect of the supply of the company “BNK-Ukraine”. The reason for stopping the supply of jet fuel resulted in the court decisions aimed at meeting the requirements of GFS accrual increased the excise tax by transferring the product from the category “jet fuel” in the group “special gasoline” in the subgroup “light distillates”. Thus, the importer was compelled to pay a rate of €23/t, and €202/t (rates as at 2015), making this product uncompetitive in the market. Two categories of products with different excise duty depend only on one indicator: “the temperature of distillation 90% of the resource.”
The cessation of shipments to Belarus, which was almost the sole supplier of aviation fuel in 2014 and 2015, has led to a shift of market participants on the import from foreign countries: Lithuania, Azerbaijan, Bulgaria, Israel, Turkmenistan, etc. Recall that in 2015 Belarus is set at 96.2 thousand tons of jet fuel on the Ukrainian market. In 2016 — only 1.1 thousand tons.
